Allow A+ to Color and Material

Suggestion: Allow all staff, Admin+, to color and materialize people/entities. These tools have been utilized by GMs for ages until recently. This tool is used for more than just GM work, but Sims, Training, Tryouts, BT, and more. Please add this capacity for Admin+ (who have toolguns) back.

Implementation: Allow Admin+ to use the color and material tool on others.

This was first broken when the permissions for staff were changed quite a bit back in September. This bug report was made:

It was put to resolved, but I haven't seen anything about it/why it would not be possible.

Huge +1 if it's possible to do. This would be super helpful for so many people. If it's not possible, I'd love to hear why.

Anyway, +1 not sure why it was removed and it was a helpful tool (although infection events have become much more rare since this was removed...)
