CIS wouldn't logically use it, as they don't care about individual droids (plus who would get them for CIS, every B1?). Troopers/Jedi don't need to repair droids aside from R2, 3PO and sometimes Huyang. I mainly had BH and Jedi in mind because of the IG droid and the Jedi astromech. If this was implemented CIS Ops could potentially be 1 life but you can get healed from the fusion cutter. People say "Use the med kit" and although yes that would be a solution it would make more sense for the fusion cutter if possible because well there're droids. Also we give a ton of things to clones so why not give something to CIS.
