Add the Deployable Shield to Fox Whitelist

Suggestion: Add the Diplomatic Services shield to CG Fox's kit.

Implementation: Adding the Deployable Shield to the weapon kit for the whitelist. Some BCMD jobs get the utility of one of their subunit, i.e. BCMD Cody getting a jetpack to fight with 2ndAC. The thought process is the same with this suggestion.

Other: Shields are laggy right now but by the time this gets implemented there will either be a fix out or shields will be removed.

+1 No reason why this shouldn't be implemented. Feels like an obvious call letting the BCMD have the same tools as his elite subunit.
