+1, its swapping out with Adi Gallia which I don't think has ever really been popular, nothing to really lose with this change.

We've had issues in the past where people have shot their battalions in the foot with stupid merit systems or requirements (ex: old 21st, CG, etc.) I want these to be regulated so that things don't go that far and as long as they stay within that thresh hold i won't be touching anything.
