Debrief conundrom

Suggestion: I suggest that we make everyone continue their duties until DEFCON 6 and Debrief is called.

Implementation:  Recently, I have noticed that battalions line up infront of debrief before "DEFCON 6" is called. I also believe that this could be some sort of "asking for a promotion" and not being patient. If we are being completely realistic, we should be waiting a 'year' (Or in this case a week) for a promotion. With this being said, i would wish upon the rule makers to impletment a rule to make it a three-day promotion cooldown, to avoid the possible lack of security on the ship.

 -1 Then again people who do wait for DB are usually not awaiting a promo instead they could either want to hear someones PTS or even someone else who is getting promoted. 
Cooldowns are only decided by the BCMD - cant really enforce a cool down on a specific person lets say if someone got a Recommendation from the Chancellor and all of the high command why to wait 3 days to promote if you know he's doing really good.

Promotion cooldowns are something you do within a battalion, if you want them discuss it with a higher up within your battalion

Deacon 5 is already high alert you shouldn't be lining up on deacon 5 already.

-1 sometimes defcon 5 and 4 are so incredibly long and we get bored walking around so we line up to look presentable then March in all cool when it's called and get good seats. no point in blocking it off or getting upset at those who do it.

1. It gets really boring when you have to walk around for an hour on Defcon 5 when nothing is going on, personally, I would ignore this rule, cause it's stupid.

2. Ya know, if I was a BCMD, I sure would like it to be my choice when I can promote.

Cool downs should be set in the Battalions itself

All i have to say is, That YOU ARE NOT SUPPOSED TO BE IN DB unless its )1 being cleared, 2) Defcon 6. To my knowledge its already a rule that you cant be in db on Defcon 5 or lower.

This just is like two awkward things mashed together. The first thing is just what ever it happeneds for some people not everyone does it no big deal. The second is a hard NO because thats just an awful idea and you shouldn't put out a ship wide promotion requirement.
