Remove prop white-listing System

Suggestion: Remove the prop white-listing system and add a manual blacklist system, for the reason of a lot of props in the Synergy packs are being auto blacklisted and some ships we could use for events. This is impeding on events and sim building.

Honesty is the best policy 

Removing it and having the some 15 staff high staff members blacklist the things that crash and breaks the server can get bumped out in an hour, Plus we should trust are SA+ to spawn things to not. You know, Break the server and if they do well. Boot em so all in all

There are a ton of props that could he used for events or building that are blocked which could be very useful and increase roleplay potential or entertainment.
