Basically they can sense cloaked apprentices and anything below that rank similar to how masters can sense bio enemies. (Only sith, So not people liked cloaked trandos) Implementation: Rule change Lore: Shadows searches and destroyed anything related to the sith and the dark side. It would make sense that they can sense a living walking person filled with the dark side http://starwars.wikia.com/wiki/Jedi_Shadow Workshop content if applicable: N/A passed in council
