So you have tried the method of Local Disk (#:) > Program Files (x86) > Steam > steamapps > common > GarrysMod > garrysmod > addons and have basically deleted everything while as unsubscribing to all addons and individually loading the addons right? If not give that a try. Second method would be unsubscribing to all, doing the individual loading on addon/install and finding the GarrysMod > garrysmod > downloads > server : delete everything in there and restart your game and try to join. I do this whenever i get issues, hopefully it works for you.
