If Obi wan tried to give an order to some 212th, and Cody gave a different order, it’s obvious that the clones don’t get to freely choose because they’re both BCMD. Jedi are smarter, and some of them even have premonitions. Doesn’t matter if you make Obi Wan a private in terms of the GAR, the clones are gonna listen to him over Cody.
