-1 from what I've collected, the server doesn't need a new battalion. It needs to focus on the current ones before a new one get added.

But you NOW do something? Wouldn't you actually talk to him in an actual channel? I know the rules but I would still be reasonable. Pull them and just say, "Hey, a while ago I asked you to removed your ts disconnect message but you didn't. You know racism isn't tolerated it here and we'd appreciate it if you'd change it. I prefer not take action over something this small but we all have to follow the rules." It's the message that means more. You banning someone over a very tiny details shows how trigger happy people are(not saying you are).

This isn't even me putting it up here because i know him, I actually don't. Might have talked to him 3 maybe 4 times? I'm just saying, the proper way to do this is to just talk to him. If he denied it, then maybe action might have been taken.

Honestly I'm going to -1 this. If the person is just semi-known, they'll get a lot of unneeded support. Yes there is a process of promoting people but adding in a "promotion request" can sometimes sued the judgement for their promotion.
