Description of the bug: Unable to drag people with the elasticuffs, even though that's the whole point of it. How can we recreate it: Literally anycuff anyone.

I saw this earlier when taggart was using them.

If it was removed to help fix lag, good idea. But personally with the updates the server has received i believe it should be added back. For multiple reasons anyway. One of them being pulling those who afk in areas that require them to move without having to call an admin. Thanks <3
