Suggestion: Add a "Flight Scanner"

Implementation: Would be a new thing for Naval up in the BCC, that they can utulize to declare if the sector has ships in the skies and their loaction, would be something very cool and it's not very big either sitting at a 729.437 KB.  Here is a Video showing what it does and how it operates

For all the reasons on the previous suggestion, it just makes sense and eliminates the need for excessive comms which isn't fun RP for most people and clogs up chat.
