Add a training room to the base

Suggestion: Add a big "Training room" to the server with a kill house, a little course with pop up targets for breaching and clearing, a small obstacle course, a firing range, and a small arena for pvp/pve.

Implementation: Development

Lore: We don't have a citadel, this would help NCOs host meaningful tryouts and trainings without needing an SA constantly around, AND should give people something interesting to do during downtime
