Why not just give Heavy Ordnance Z6 instead of mini gun, you could also remove the rocket launcher and just have there special be a Z6. And the only ARC class in Rancor that has the full load out is Heavy ordnance, the rest are nerfed, I would understand to take the mini gun from the Medic though, from the ARF trooper it wouldn't make coming into Rancor the same and the normal rancor trooper wouldn't be as special. And I personally think the rocket trooper is fine with the load out it has.
