Add In-game Party Set Timer

Suggestion: Implement a option to set a timer within a party so that it gives everyone access to see the timer. Make an option to either hide the timer or stay on the top left of our screen. Unless we can add it to the tab menu setting to rearrange how players want the timer at. Some battalions can benefit this for their specific tryouts with a timed test/sim. CG can utilities this as well with timing everyone to switch positions around the base.
