If someone wishes to create a sub-division or unit inside their battalion it must be cleared with the Directors of Staff first, this only applies to units that require no models. If a subdivision or unit is being created that requires models it must also go through the Founders.

These are from the Commander Rules and Regulations. I'd talk to your BCMD about getting this unit approved inside your battalion and then going to the directors/a server suggestion.
