Add a place for battalion announcements

Suggestion: Add a place for battalion announcements under General Discussion, because there are things such as a schedule for ARC training that I want to post, but there isn't a good place in the forums to post it, and I'm sure it would be useful for other battalions as well.

Implementation: Just make a new Subforum in General discussion

+1 Helps out immensely to hit a sub forum to be updated with a battalion. Also this helps everyone to be informed of when other battalions are hosting specific training.
