Perma Weapons Upgrades & Stun Gun Improvement

Some if not plenty of perma weapons have barely a significant difference to their stock versions. One of my complaints are that the stock DC15A is already comparable to the 9mil DC15A Purge which is 5 more ammo in the mag and 7 more damage. It is insane that the perma weapons can be incredibly expensive for little to no payout in difference (stock vs perma), is there a way to make it more unique in the sense of stats? Last complaint is the stun gun sound effect, can it use the actual stun blaster effect instead of a regular blaster shot sound effect? That'd be wonderful, thank you.
