Bring back Blank and Ranked Clone models

Suggestion: Bring back the models for the Blank (Plain CT versions of Medic, Officer, HVY, ETC.) and Ranked Clones (The SGT, LT, CPT, and CMD models) they were good for events and having a red clone model that wasnt CG

Implementation: Readd or Reenable the model packs on the server

Pretty sure we had this last time I played, last year July, wondering what happened with those. They were nice to use for events especially.
