You're a good guy Agent but you're way too reactionary to be able to hold a high ranking position such as this. You have the potential that is certain but you make dumb decisions and take werid stances on subjects fairly often. The best reason I can give is your unpredictability as sometimes you can prove that you are deserving of high ranking spot while others you take up personal grudges and act childish until you get your way.
