Joker is a Heavy Ordinance Trooper, each one of our Dire Squad lore characters have their own specialisation depending on regiment. Umbra and Wildfire get the ARC kit for example. Joker currently doesn't have a whitelist that has his REQUIRED equipment of a HVO on it so his kit has needed to be supplied via tickets which makes it annoying every time he dies or gets on. He is registered under the HVO section of 104th meaning he should have access to this at all times to actually fulfil his purpose needed.
