Suggestion: Adding new roles to Civilians such as medic and support, but not combat roles as we already have guards and BHs.
Implementation: Adding a whitelist for them to have access to the fusion cutter and bacta, but they would be limited in their capabilities. Civvie meds couldn't handle more dangerous pathogens because they lack the proper facilities to do so, whereas the GAR would. While mechanics can generally repair most vehicles, they may have a harder time handling military-grade hardware. With the new pickpocket mechanic, I think people would try to form their own thieves guild, which would give rise to chop shops and stuff, thus engineers or medics for the wounded.
Lore: In lore, we see plenty of doctors and mechanics throughout the galaxy, and it adds some diversity to the passive RP. BHs and other illicit groups wouldn't necessarily try to rely on factions to repair their vehicles, but either amongst themselves or civilians they trusted. Even the GAR relied on outside parties at times to assist them.
Other: Perhaps we could also add different models to these whitelists, such as Sullustans and Mon Calamari for engineers, and Ithorians for medics. (Overall, I think more models for civilians would be nice, I don't know where I would find the models srry).
