I'm going to keep this open to allow further community feedback.

Currently, GIF avatars are restricted to Staff Members. We can allow ALL members to upload GIFs but it will cause some performance degradation with all of the animated avatars constantly loading.

If this receives enough support, I will enable GIFs for all users. If not, I will keep it as is.

Using GIFs as PPC will not be clear and can only be at the maximum size of 150x150 in a 500kb size. It will cause forum issues for sure or the animated PPC will not work at all.
