ID cards & Clearance Levels

Content: So basically there cool right, but I feel as if the Clearance Level should be taking into consideration the WL themselves aswell to an extent. Like SGT Chud of Chud battalion shouldn't (IMO) be the same Clearance level of SGT Elite Soldier Man of the Special Super Duper Elite Squad. 
I'm rather positive that the more elite aspects of the Republic had differing clearance levels then basic clone troopers
