Description of the bug: So I'm an Administrator on the server, and have had my rank set. When paying attention to chat, I see this "Admin popups" chat that appears when someone makes a ticket. Problem is, I can't see the ticket popup anywhere at all on the screen! I've been told it pops up at the top left, yet it never pops up for me and I don't know what's causing this. How can we recreate it: I don't know how, and I don't know why I can't see tickets.
