Question: Is it still a rule that you can't neutral on form posts? Reason I'm asking is recently I have seen people posting neutrals on applications and stuff.

Neutral only isn't allowed when on commander apps. If you see a neutral on a active commander app, feel free to use the report feature to alert us. Sometimes we miss things
