I've seen countless CTs make this mistake, and some of them don't intend to break the rules, I think a sign in the TR room would help prevent CTs from jumping from the stairwell as well as the second and third floor, an example of this would be "Jumping from the stairwell, 2nd, and 3rd floor is AOS" under the misc rules section. When I first joined Synergy, I made the same mistake, I was not informed of this rule. This seems to be one of the most common arrest reasons I've seen, it also creates a lot of confusion for new CTs.
