Description of event/encounter (required if no document provided): CIS was sent and took over northern outpost. They have gather civilians around the base and held them hostage with bombs. Their object was to fully take over northern outpost and head to western outpost before republic forces came. Should the republic come before they completled their objective. They will bomb the civies and escape.
