Its a plot point that buzz can't get out of his box. Buzz loses every time, he's a sitting duck.

The weight of a single buzz lightyear toy weighs 2.24 pounds (source). All buzz lightyear toys together are 2.24 million pounds.

Master chief can lift a M313 Elephant (seen when flipping it over in halo 3) easily by himself. These tanks weigh 205 tonnes (source) which is about 450000 pounds. That means that  the buzzes weigh about 5x the maximum seen max weight that a spartan can lift.

Lets translate this into something more recognizable.

An elephant can lift up to 20,000 pounds (source), or 1/22.5th of master chief's max lifting weight (that we've seen canonically). A 2.24 pound baby is 2 months premature on average (source). 1/22.5 the amount of babies is 44,444 premature babies.

So this fight's weight class is the equivalent of 1 elephant vs 44,444 premature babies.

1 elephant > 44,444 premature babies.

Master Chief > 1 million buzz lightyears.

Why Buzz would win an analysis.

Buzz Lightyear, is widely regarded as the best ranger by star command. He is often known for his ability to excel in any situation he is put in and completes his mission by any means. Now it would be unlikely that star command would have a reason to target the master chief but if they did they would clearly only send there finest ranger (in this case 1,000,000 of them)

He is armed with many pieces of gear but I think this ad from al's toy barn sums up his skills

 "Wrist communicator"- He has both the communication skills and the tech to be able to easily coordinate and communicate with his fellow lightyears and be able to use that to adapt on the fly to the chief's attacks.

"Karate Chop Action" - As you can see in the clip the speed with which Buzz attacks with is incalculable since we do not know what the force of gravity is in the toy story or halo universes (this is still an active area of research for scholars). But we can assume the amount of force is enough to at least move pencils off of a can of soda and having that combined would be a great blow indeed (that's not his only attack)

"Pulsating Laser lights"- These lights are so powerful they could blind an average human through prolonged exposure to the eye. It is not established in the halo lore that the chief's helmet has built in eye protection expect from physical objects so the lightyears combining this light could increase it by multiple Luminous units

"High Pressure Space Wings"- This allows the buzzs to be able to glide for a medium / long while as seen at the end of the first movie. This is a huge advantage over the chief who could only make use of a limited time jetpack compared to the unlimited glide of buzzs wings. 

 

There's also a clear example of his superior combat skills against one of the most sinister villans in his universe "Emperor Zurg" 

You can see here that he uses a mix of his skills, brain, friendship etc  to defeat the Emperor and not only that but even convert him to the good side. 

Him in such a large quantity is clearly more than a match for the chief. That is not to say the chief is bad he fought his best and could probably take down at least half but 1,000,000 by the facts I laid out could clearly defeat the chief.
